Custom Team Roles/Permissions

We need the ability to make custom roles to make a role fit for certain clients. 

In example I would like them to have a manager account without the ability to:

x Change role
x Create project
x Invite team member
x Remove team member

  Because some client's of mine would like to update their site and publish without me and feel like they "have to go through me"

  I also do not want client's creating new websites without my permission. This is a conflict of interest.
