Reorder Blocks & Brizy Updates

Brizy sent a plugin update on one of the sites I was using themes on but not the other site. I can't reorder blocks. Also a block is not visible in Edit mode but it shows up on live site. 

 

Bartender services is on the page twice. The one with the circle that says "more" at the bottom is supposed to be where the one higher on the page is and the one that is higher on the page is not supposed be there. Here is the page: https://cocktailsvibesdmv.com
