Layouts Not Saving

Hi,

This is a long standing issue for me. I am unable to save any layouts across all my sites. 

I can save blocks; however, when I try to delete some of these blocks, they reappear in my account within a few minutes/hours I guess.

Please take a look at these two issues and fix?

As an example, Wight Theory is one of the sub accounts, but it applies to all sites.
