z-index control

Setting classes and custom CSS helps but I believe I could have a control with predefined levels that don't interfere with elements that need to be at higher levels like PopUps for example.

So the user (us) doesn't risk passing too high a z-indez in the custom CSS.

  I've see that some components and blocks has the z-index control, but not all.
