Pop-up on the top of the page

Is it possible for us to be able to put a pop-up on the top of a page? As in, when the page is loaded the entire page moves down and the pop-up is at the top and has the X so you can close it and the page goes back to normal? 

I've included an example of what I mean.

  With Brizy popup builder, it is not possible to have a popup bar on top of the page. You may want to take a look at this alternate option. https://embedery.com/a/start?type=bar
