Blocks added after being deleting and re-ordering after updating

I'm having some weird issues with blocks re-ordering themselves, like the footer moving up below the header.

Also, having an issue with blocks being added after deleted. I'll delete blocks and update, go back later or the next day to see the same blocks added to the page as global blocks then I have to go into each page and manually delete them.

Please fix this as it's causing a lot of time and hardships for me and my client.

  The issue is happening on a few websites I'm currently working on.

  I'm not sure if it's showing the issue on my live sites or only in the builder. I can't send a video of it happening but only after it happens.
