"Add A New Block" Above Global Footer

I am wondering if there is a way to have the "Add A New Block" section display above a global footer rather than below.

It's a little confusing for team members when they are building new pages in Brizy to have to create a block and then re-order it every time. There should be a way to communicate to the page builder that this element is a footer and should be below all content. 

Note: I am using Blocksy for the menu and smaller footer at the bottom.
