A simple suggest for multilingual backend admin

I has translate wp-plugin to other languages for multilingual website. Can the cloud system offer a new function to multilingual backend admin by user contribution, like this:

1. cloud backend provide cloud admin's language file (such as .pot) download link for cloud vip's.

2. vip user translate it and upload ltranslated language file (such as .po/.mo ) to cloud and get a switcher widget for cloud backend admin. 

3. vip user can provide oversea designer for oversea bunsiness.

It wiil be like a offline wp translate Community and help cloud system to scale more languages.
