Display Conditions link shows a white screen and I am unable to edit

I recently updated one of my sites to 2.2.19 and Pro Version 2.2.12. 

Now when I go to my global sections and click the Display Conditions Link, I see the pop up window for a second and then a white overlay appears and I am unable to edit the conditions. I have to close the window completely and reopen the page to return to editing because it takes over the whole page and you are unable to click on anything.

Just to test, I opened up an older site that I built and the Display Conditions was working properly. I updated my plugins to 2.2.19 and Pro Version 2.2.12 and then I get the same white window pop-up after updating my plugins. The same issue on both sites.
