I have a problem with my page

The vertical scroll bar is gone and I can't scroll down the page

How can I solve?

  I got rid of the popup but now the site does a weird thing

  There is the scroll bar but it keeps loading the page and when you try to go down, it immediately goes back to the top

  If you don't need this pop-up - please delete it;

  If you need it - please inspect the code and add the correct one.
