Can't edit Pop ups

Any existing pop ups are working without issue. But I needed to edit one and when I click to edit it, it just spins and spins. I downgraded to 2.8.17 and pro to 2.8.10 with the same issues happening.

  I just realized that if I  click "edit", open the page then click the "edit with brizy" button, then they are editable. but justy clicking the "edit with brizy" link in the pop up list page does not work.

  and now that i have the work around, they are no longer popping up.
