Global-Dynamic Ad Feature for Blogs

I want to upload images that are actually Ads for my other products. I want to be able to identify them with categories and tags so I can define which blogs they show up on. I want to be able to have them automatically load in a designated column. e.g. far right, top banner, bottom banner. Finally, I want the option to rotate them over timeframes. Thanks
