How to make the menu not clickable

I would like to make the buttons on the menu not clickable and only the mega menu (drop down) clickable. May I know how I can achieve this effect?

So essentially when people hover over the main menu, the mega menu pops out. And if they accidentally click on the main menu button, nothing should happen and the mega menu should still be in that popped out state.
