Global blocks randomly reordered on all pages

Hi again and sorry for sounding like a broken record.

In my current project I use multiple global blocks through each page mixed with non global blocks.
Unfortunately blocks get randomly re-ordered on nearly all pages.

Although you've suggested to insert an empty block in the "middle" of each page to circumvent this issue did not stop this from happening.

I have to find a solution as this will otherwise lead to a lot of headache to explain to my client what's going on.

I cannot deliver the project in such a state!
