Line appears when using one page navigation

Using a one-page design, which means the navigation takes the visitor to the section on the page when selected. During testing, I noticed that the section will suddenly have an outline (looks like a 1px frame around the entire section). This goes away when you click elsewhere on screen, but I don't want it to appear at all. Thank you in advance for your help.

  What browser / operating system did you test? My test was using latest version of Google Chrome and Windows 10
