Saved Layouts - Not Saving Global Status

When I save a page layout with the header and footer as Global Blocks when the Layout is loaded in to a new page, the Header and Footer are no longer set as global, so I have to replace them.
Is this normal?

  Yep, it's normal, when you save layouts, the global block condition is removed.
