I don't understand how this block is being laid out without using columns.

There is no way for me to duplicate this into a cell to the left of it, and if I create a new text cell and drag an icon into it, the icon does not get placed within the text cell, but above or below it. Is there a tutorial I can follow that explains what's going on here? Thank you!
