The role Editor is not supposed to change the layout of the page.

In the desktop mode the settings sidebar is hidden. That is correct.
However if you change to Mobile view the settings sidebar is available and the Editor can change things.

Also the Editor can select the Clear Layout option. This is very dangerous !.

  Hi,

  The user that has the "Editor" role can access the builder and make some non-essential modification. He can't add a new element or change the style or delete one element. He can hide and add simple modification. Yes, at the moment he can "Clear layout" and I will open a discussion on this topic and with the team will investigate this option. Regarding the sidebar that is displayed for the mobile mode. Could you please send us a screenshot? I investigated but all seems to work as it should. See here.
