Link to NEXT up or down block

If you look at my site:

I have created up and down arrows to take the user to the next block (either up or down) and there is a link to the top of the page (home).

Each of these arrow links has had to be individually linked to the block - and I wanted to change the order of the blocks I would have redo the links - otherwise I would lose the orderly progress up or down the page.

Is there a way to create a link which will just go to the adjacent block (either up or down).

If not, then I think this would be a very useful additional feature.

ALSO

I think it would be very useful to have in the block editing collection of icons (top right of each block) the option to move the block up or down - up or down one position. I know you can use the drag and drop block - but again this is way of reducing clicks.
