Hyperlinks to page element not working in top menu from other pages

Hi. Hyperlinks to pages sections work fine within the page, but not when added to main or footer menu

  Yes here is the link working fine on the Services page where the installation section is set in brizy as a named block with the hyperlink also added to the sub menu item 

   

  But from other pages it wont connect to this section. The browser shows the link present but it wont click through.
