could not publish or save page

I have do nothing, yesterday it works well, and I use mulisite , today it show could not publish or save page on the top when I try to save.

And also click the Global blocks the libary disappear.

I tried deactive all other plugins, Change browser, clear cookies etc., still didn't work.
