Video upload error (failed, stuck without giving feedback of what was wrtong)

Please add a clear notice in the media library upload area with recommended video formats, file sizes, and bitrate limits. I spent a lot of time trying to upload a simple 60 MB video and had to reduce the bitrate before it worked (read similar problem here).  I know is a RTFM problem, but still wasted a lot of time. This guidance would help other users avoid the same frustration.
