Position Header Text on Each Page

Hi, I'm having trouble positioning the header text. Ideally, I want each header text to start in the same location. Here is my header block.

Here is the about page. 1st I have one text box and other pages have two columns on the row

Here is the Shipper's page. I don't understand what the blue tint is over the image. I've been trying to keep the header section at 253 px. On this page the text consists of 2 text elements. One on the right and left which is left-aligned.

Contact page - I don't understand what the light blue section below the background image represents. The header text box is one element. It's currently centered.

Any help you can provide would be greatly appreciated. I'd like to better understand the header block before I rebuild it.
