  Hello Evgeny,

  On-click popups are added to an element within a page and is editable only from within the specific page. If you have set an on-click popup as "Global" and have added it to multiple elements in different pages, you can edit it from any of the pages you have added it to. Are you experiencing the above issue with a global on-click popup?

  The problem is with global pop-ups. It's also unclear why windows are only available on a specific page, which is inconvenient and counterintuitive.

  Hello Evgeny,

  We could not reproduce the above issue at our end. At our end, the popup is visible and editable from every element it was added to. If you sign into your WordPress Dashboard from another browser, do you face the same issue?
