Clarification on Billing and Account Management for Clients Under My White Label Account

When a client signs up through my WL account. it automatically creates their account. although they are on a FREE plan, when its switched to a PRO and publishes a custom domain and creates extra projects, does it consider it a published site being used on my account? Am I charged per site on my account after all sites have been used? does this also apply to if they publish it on my white label subdomain? how does this work or applies to my account? I believe there is no way to track what the client as published or what projects have been created on my end. so, if they keep creating and publishing projects even when they have the Pro features how can this be controlled?
