unable to publish domain even if student is on pro plan

hi brizy I need help figuring out a solution about one of our student

Student Name: Cristine Baquero

Student Email:cri***la***@yahoo.com.ph

because she cant publish multiple sites even if she is a pro user.
Please help. thank you
