emergency - can no longer publish sites

I redid one of my websites and went to go update/publish the new site in place of the old one - first I was FORCED to purchase a plan - where I had already purchased a lifetime license years ago.  after doing this I STILL can't activate and publish the site.  It is forced on upgrade.
