elements issue

I am getting the issue of adding ALL elements to the site.  It is giving me an error.

 

 

I've downloaded the latest plugins so that isn't an issue.  Just to be clear, it is ALL ELEMENTS.  I can't add anything.

 

EMERGENCY please help as its a client deliverable.
