Refresh Page Error

I am trying to create a new page, I cloned a page and went to edit it, once I had made changes I tried to save it as a draft and I have tried to publish it but each time I get an error saying this “This page needs a refresh. You’ve probably updated this page (or another page) in a different tab or browser.” I have cleared all my cache and cookies, I have restarted my laptop, I have deleted and tried making the page again, nothing is working, please help.
