Pop-Up Limits for AppSumo Buyers

I want to know why pop ups take up one of the domain names if I have five domain names. currently if I create a pop up that uses some of the pro features and takes up one of my licenses for. The stories and sites I understand, but why are there limits to how many popups can be created with Pro features?

  Popups are part of the Page Builder, unlike simple widgets, Brizy’s popups are built using the same drag-and-drop builder as regular pages, meaning they rely on the Pro features and the rendering engine that requires a Pro license
