Inserting a thumbnail for a video

Google Search Console is sending me warnings about a missing video thumbnail. The video file is local and I have both included a cover photo in the video element and a featured image on the video file. Still showing the same error message on the Seach Console. Is this fixable without uploading the video to YouTube?
