Menu Option in backend not appearing

I have a theme activated and a Brizy template activated and I cannot get a menu option to appear in the backend for building menus as shown in the attached image,

How do I activate it?

  Thank you for contacting us.

  The new default WordPress themes use a block-based system, where menus are managed through the Site Editor rather than Appearance > Menus. I recommend switching to themes like Astra or Blocksy, which support the traditional menu options.
