Media Library upload issue

Trying to upload 16.5mb jpeg to media library and it wont upload. other jpegs can upload without issue. tried videos up to 35mb and they uploaded, so I don't think its an upload size issue. It seems to be "some" items that it wont upload. I'd love to send you the file so you can see what the issue is.
