collaborating Tool

Is there a way for my clients to collaborate on designs without becoming members? "Viewer" access just views the website, and "Editor" access gives clients access to the collaboration tool and basic page editing, which I don't want for some clients.

It seems like there should be "Collaborator" access only so clients can view the page and leave me design notes, etc. Maybe I am missing something.
