2 images used in the background of a block

Hi could you explain please how you have achieved the effect in this template: https://www.template-preview.site/?url=linoor where it seems like you have 2 images used in the background of a block- a photo as well as a graphic design with yellow and grey shades. Have been playing around with the block but can't see how you are producing this effect.
