Still can't publish changes to the website.

Upon your suggestion of deactivating Wordfence, I found that despite doing so, I am still not able to publish changes to my website. Any changes made, upon hitting the publish button, just gives me the warning box that says page needs a refresh. 

I have tried disabling all plugins present, but still no luck on being able to make changes to my website. Kindly assist on this issue as it is extremely critical.
