I am having an issue with a website with the attached screenshot. 

Recovering from a backup has the issue regardless.

  We have fixed the issue on your website. Please check all of your pages and let us know if everything is working well.

  If a specific block is not visible in the website frontend, please make a minor change to the block content (for example, adding a space and deleting it or raising the padding by 1 pixel and removing it), save your work by clicking the "Update" button, and check the website frontend.
