Transferring layouts between two WP sites and also Sync

I am working with two WP sites.  The plugin versions are 2.5.2 and 2.5.1 (Brizy and Pro). Everything else is fully updated. 

I am assuming that the Sync function allows me to share saved blocks and layouts in the block manager. 

Both websites display this at the bottom of the left column of the library: 

"Your Plugin version is incompatible with Account version, please update plugin" and also display an up arrow in a cloud with a green checkmark. 

Nothing from one site shows up in the Saved>Layouts display of the other site.  Further, if I download the layouts from one site and import them to the second, I get "failed to import layout". 

If it matters, both sites are sub-domains of the same website, so on the same server, etc.
