Unable to open dialogue of section

I am unable to open the dialogue menu of the section. It is interferring with the header. How can I correct this? See video:

  Hi MJJ,

  In your hero block, please add a top padding of 50-100 pixels. To add the padding, click on the Block icon on the right and select the gear icon and then the Settings panel will open on the right. Here you can add a top padding. This will create a gap between the header and the hero block and you should be able to access the settings for the two columns in your hero block.
