why i dont see the button to make a global block?

Hi! 

i need to create a global block but i can t see the button to make this on my block.

I s possibile to insert in favourites and other setting but i dont see the ability to make it global .. look in attach

why?

in other block in the same page i see the button regularly

  Hi Davide,

  Please click on the first icon you see on the left. You will then find an option to make the block global.
