Bug with a Pop-Up on Website

For this website https://www.monarchmontage.com I have the "X" to close activated; However, On the desktop version and the Mobile version, there is no X to close the pop-up. I need this issue resolved quickly because on the mobile version it will not let users move forward to the website.
