Block section to redirect not working

I have read through a handful of posts where people were inquiring about this and unless I missed it I couldn't find the answer. I would like to link the "learn more" as you see in the image to a block later on in the page but it is not allowing me to scroll down in the "block" section to choose it. Additionally, I tried naming the block as was suggested in another post and putting that in the URL but that did not work either.

  If you are experiencing difficulties with this feature, there might be a conflict causing the issue. To troubleshoot further, please try temporarily disabling all plugins except for Brizy and Brizy Pro, and then test the feature again. If the issue is resolved, gradually enable the other plugins one by one, testing your site each time. This will help identify any third-party plugins that may be causing the conflict. Additionally, you can try switching to a different theme to see if that makes a difference.

  I have already disabled all other plugins, I did not have many. 

  Are you really suggesting me to try switching themes after I just built out my entire website? This is YOUR builder and theme. "Change themes" doesn't resolve the issue that THIS theme I chose that is YOURS is not functioning as intended. 

  Can I please get some help from someone who can actually help?

  I found a work around by re-ordering the blocks, choosing it, and moving it back. But I still believe this should be looked into to be resolved and take accountability for it not functioning as intended.
